Spel’kúmtn Community Forest (SCF) is seeking proposals from experienced consultants who can provide strong strategic insight, facilitation skills, and craft a compelling, actionable strategic plan. The work will include background research and engagement with the SCF, facilitating a one-day, in-person strategic planning workshop, and drafting a 3-5 year strategic plan for the SCF.

1. OVERVIEW
Spel’kúmtn Community Forest (SCF) is seeking proposals from experienced consultants who can provide strong strategic insight, facilitation skills, and craft a compelling, actionable strategic plan. The work will include background research and engagement with the SCF, facilitation of a one-day, in-person workshop, and drafting a 3-5 year strategic plan for the SCF.
Expected topics may include but are not limited to:
Land use and natural environment; Reconciliation; Climate change; Community values; Organizational governance; Community engagement; Public and youth education; Cultural values, recreation
2. PROJECT SCOPE AND DELIVERABLES
While the SCF has existing vision, mission and values statements, there is no prior Strategic Plan in place. It must be clear this is not a review or update process; it involves the drafting of an original plan.
SCF Background:
The SCF is Community Forest tenure, held in partnership between the Líl’wat Nation and the Village of Pemberton. It is governed by a Board of Directors representative of the two communities and administered by an Executive Director. For more information, go to the SCF website.
Objectives:
Create a plan that will anchor SCF’s vision, mission and value statements into actionable strategies over the next 3-5 years
Deliverables:
A complete strategic plan with clear areas of focus, goals, objectives and measurables, including one in-person strategic planning day, and one Board review and revision process.
Description of work:
research and conversation with Board, Executive Director, possibly Shareholders and contracted Foresters
facilitation of a full day, in-person strategic planning process
drafting, review and revision of the strategic plan document
3. GENERAL CONDITIONS
Consultants shall disclose any potential conflicts of interest and existing business relationships they may have within the communities or with Shareholder entities.
Remuneration for services, up to the agreed upon contract amount will be paid against invoices within thirty (30) days after receipt. Claims for reasonable reimbursable expenses permitted by the contract will be paid upon presentation with appropriate documentation.
4. PROPOSAL SUBMISSION
Proposals must include the following information to be considered:
-qualifications and experience
-depth and diversity of experience with local communities, natural resource sector, Indigenous communities and reconciliation
-schedule of work
-costs and proposed fees
-‘value added’ : the proposal should indicate thought and consideration has been given to the Spel’kúmtn CF as an organization, as well as answering the goals of the project, highlighting any additional items or approaches.

Proposals will be evaluated based on the following criteria:
